Victor has over 20 years of experience in the design, construction and commissioning of building systems in a variety of facilities including offices, laboratories, data centers, vivariums, healthcare, and pharmaceutical facilities with advanced process equipment, systems, and BSL requirements. His commissioning and start-up experience covers a broad range of areas including complex building envelopes as well as support systems such as HVAC, plumbing, lighting and lighting controls, normal and emergency power distribution, chillers, compressed air, potable, waste, and WFI water systems, fire protection, security, laboratory, and office controls. Victor is also experienced with the design-build and traditional delivery methods used on projects and how best to integrate commissioning services.
At IPS, he is the director of commissioning. He is involved in all phases of commissioning work and his responsibilities include developing new work, assigning project personnel, leading technically challenging projects, including overall project management. Additionally, Victor has been assigned the duty of managing the commissioning of projects in the government, public, and private sectors - including hospitals, educations facilities, and advanced research facilities - where he can work internally and also as a third party provider of commissioning services. He has assisted clients by coordinating activities and project requirements between the design, construction management, and validation teams. He has also performed startup of various utility and process equipment/systems as well as documenting said startup via engineering turnover packages (ETOP), which were referenced by maintenance/reliability engineers. The turnover packages enabled clients to have a reliable organized source of information.
