David has over 25 years of professional experience on engineering, procurement, construction, and validation projects. His assignments and responsibilities include project engineering, project management, project controls management, manager of cost engineering, and presently director of project services.
David’s experience includes administration of project services division, and the supervision and implementation of project controls functions, such as cost forecasting, change management, progress measurement (earned value), CPM scheduling, cash flow projections, risk management and estimating. David is experienced in the development and implementation of EPCMV business plans, strategic planning, manpower utilization and liquidation and contract negotiations. He has written and instituted project controls policies and procedures on both a department and project level.
